Priority Development Areas (PDAs) are locally identified and approved by the Association of Bay Area Governments (ABAG) as infill development opportunity areas within existing communities. They are generally areas of at least 100 acres where there is local commitment to developing more housing along with amenities and services to meet the day-to-day needs of residents in a pedestrian-friendly environment served by transit. Solano County’s jurisdictions have nominated and designated nine such areas which serve fixed transit, major bus corridors, or planned transit. The STA is working with Solano County cities to provide opportunities for focused sustainable development within Solano County.

Priority Conservation Areas (PCAs) are locally identified areas for conservation which provide important agricultural, natural resource, historical, scenic, cultural, recreational, and/or ecological values and ecosystem functions. The Association of Bay Area Governments (ABAG) initially began designating Priority Conservation Areas (PCAs) in 2007. To date Solano County has five (5) designated PCAs along with the San Francisco Bay Trail and Bay Area Ridge Trail alignments being regional PCAs. In 2013, the STA Board approved a $1.175 million fund allocation for the County of Solano for the Suisun Valley Farm to Market Phase 1 Project. Additionally funds were approved for the development of a Solano PCA Assessment and Implementation Plan. This Plan assesses the current PCAs in Solano County, the potential for designating new PCAs, and identifying potential projects to be funded through future funding sources including, but not limited to, One Bay Area Grant.

The STA's Transportation for Sustainable Communities (TSC) Plan is an update of the Solano Transportation for Livable Communities (TLC) Plan, originally adopted in 2004. The intent of the TSC Plan remains the same - to strengthen the relationship between transportation and land use through the promotion of smart growth development and sustainable transportation projects in Solano County.

The STA's Safe Routes to School (SR2S) Program is intended to improve the safety and increase the popularity of pedestrian and bicycle modes of student travel, by enhancing related infrastructure and programs.
Over the next year, STA will be coordinating an extensive SR2S public input process. This effort will gather input from local agencies, school districts, and the public through walking audits at schools. Local Safe Routes to School Plans will be adopted by each school district and city council. A countywide SR2S Plan will be adopted by the STA Board by December 2007.

Bicycling and walking are cost-effective and sustainable ways to reach regional transit stations, yet many commuters cite safety as the main reason they drive instead. Safe Routes to Transit (SR2T) promotes bicycling and walking to transit stations by planning and funding projects that make non-motorized feeder trips easier, faster, and safer. Improving the safety and convenience of bicycling and walking to regional transit provides commuters the opportunity to leave their cars at home.
The purpose of the Solano County SR2T Plan is to generate increased transit ridership by identifying specific strategies that improve transit center access and bicyclist and pedestrian safety.
