Alternative Fuels

The STA Board approved the Alternative Fuel and Infrastructure Plan On December 11, 2013.  A Technical Working Group was established in 2012 to provide technical support and feedback as the Plan is being developed.  The Working Group consisted of fleet managers, public works, planning, transit, and Air District staff. In addition, the Alternative Modes Policy Sub-Committee of the STA Board provided overall policy guidance in the plan's development and provided updates regarding the Plan's development. 

The purpose of the Plan is to review major choices for alternative fuels and vehicles, assesses their benefits and costs, and identify implementation actions to help overcome barriers to greater use of alternative fuels.  The Plan is intended to be a tool to assist member agencies in future decisions for fleet conversions and infrastructure improvements; it is not intended to be a vehicle replacement plan. 

The Alternative Fuels and Infrastructure Plan is intended to also serve as an advocacy document for future grant funding for STA's member agencies.  In addition, the Plan will provide a resource document to guide potential discretionary clean air funds available through the Bay Area Air Quality Management District and Yolo Solano Air Quality Management District.  Both Air Districts have been active partners and participants in the Plan's development.

In 2013, the STA partnered with SolTrans and the City of Benicia to develop a CNG Feasibility Study to explore two potential CNG facility locations in the City of Vallejo and the feasibility of implementing CNG technology for the City of Benicia's city fleet and one potential CNG facility location in the City of Benicia. Recently, staff from SolTrans, the City of Benicia, and the STA selected Clean Energy to assist in developing the CNG Feasibility Study.

At the January 8, 2014 meeting, the STA Board authorized the STA to partner with the City of Dixon to study the feasibility of implementing CNG technology for its city fleet and related support facilities.

The City of Dixon, SolTrans and Benicia acquired State Transit Assistance Funds (STAF) from the STA to launch these studies.

Solano Pothole Report

2014 Solano Pothole Report ImageOn October 8th, 2014, the STA Board approved the first Solano County Pothole Report.  

The Solano County Pothole Report is meant to inform the public and decision makers about current roadway funding, future roadway conditions and funding shortfalls facing our local roadways; based on current local streets and roads (LS&R) maintenance budgets. This report showcases the current and future Pavement Condition Index (PCI) of each jurisdiction within Solano County and was developed with assistance from city engineers. The report provides detailed information regarding each jurisdiction within Solano County, with future pavement and funding needs summarizing the challenges of each city's unique circumstances.

The 2014 Solano Pothole Report states that Solano County, as a whole, is currently spending $20.5 million annually on LS&R maintenance, less than half of the approximately $44.5 million needed annually to maintain a countywide PCI average of 60.  In order to achieve a PCI of 75, the approved goal in the Countywide Plan, the county would need to spend $50 million more annaully.  With current spending levels the PCI average for the County of Solano will drop to 49 over the next 15 years.

On February 10, 2010, the STA board adopted the Solano Highways Operations Study.

Previously called the "I-80/I-680/I-780 Corridors Highway Operations Study & Implementation Plan", the study analyzes the performance and safety of Solano County's interstate highway corridors and recommends a varierty of operations improvements as well as visual guidelines for landscape and hardscape treatments.

This study was developed through the Solano Highways Partnership (SoHIP), which includes staff from the Solano Transportation Authority (STA), the Metropolitan Transportation Commission (MTC), the Sacramento Area Council of Governments (SACOG), Caltrans District 3 and District 4, and the cities of Benicia, Dixon, Fairfield, Vacaville, and Vallejo.

Cordelia Truck Scales Relocation Study

This study identifies potential sites that could satisfactorily accomodate the relocation of the existing scales within the I-80/I-680/SR12 Interchange or at other sites in Solano County.

The Cordelia Truck Scales, located on I-80 between Suisun Valley Road and SR12 (East), were built in 1958 and are currently undersized. The scales significantly contribute to the congestion on I-80 due to the large number of trucks exiting and entering I-80 and the close proximity of the scales to both the Suisun Valley Road and I-80 interchanges.

Solano Express Lanes Priority Project List

An Express Lane toll, or High-Occupancy Toll (HOT), is a toll enacted on single-occupant vehicles that wish to use lanes or entire roads that are designated for the use of High-Occupancy Vehicles (HOVs, also known as carpools).  Tolls are collected either by staffed toll booths, automatic number plate recognition, or electronic toll collection systems.

HOT lanes require single-occupant vehicles to pay a toll that varies based on demand, called congestion pricing.  The tolls change throughout the day according to real-time traffic conditions to manage the number of cars in the lanes and keep them free of congestion, even during rush hour. The concept proposed by the Metropolitan Transportation Commission (MTC) is an expansion of HOV lanes and an attempt to maximize their efficiency in moving vehicles throughout the Bay Area.  HOV lanes are designed to promote vehicle sharing and use of public transport by creating areas of lower road use as an incentive, but they have been criticized because some are underused and increase congestion.  The HOT lanes provide a mobility option for single occupant vehicles to provide reliable travel at a variable price.

In February 2009, the STA Board approved an Express Lanes Priority Project List, should the STA be successful in gaining financial resources from MTC/BATA for the funding of the HOV/HOT projects within Solano County.

MTC Freeway Performance Initiative

With opportunities for highway expansion limited due to environmental, financial and other factors, MTC in 2007 launched the Freeway Performance Initiative, or FPI, to attain more capacity on existing roadways.  The program targets predictable congestion caused by commuters using the freeways during rush hours as well as non-recurrent congestion resulting from unanticipated incidents.

Caltrans Corridor System Management Plan (CSMP)

The goal of a Corridor System Management Plan (CSMP) is to define how a travel corridor is performing, understand why it is performing that way, and recommend system management strategies to address problems within the context of a long-range planning vision.  Guided by the system management pyramid, a CSMP seeks to incorporate operational analysis into more traditional transportation planning processes at the corridor level.  This is accomplished by conducting comprehensive performance assessments, analysis and evaluations leading to recommending system management strategies for the corridor. 

Each CSMP is developed in concert with, and in consideration of, State, local and regional goals, including, but not limited to, local and regional mobility, transportation system connectivity, regional blueprint planning, context sensitive transportation solutions, and encouraging the use of alternative transportation modes.

The I-80/I-680/I-780 Transit Corridor Study analyzes existing transit services and demand, and provides short and long range transit plans for intercity express bus services and auxiliary facility improvements, such as direct access ramps to center median HOV lanes, park and ride, and transit center demand & site planning.

I-80 Corridor Project Analyses 2017

I-80 ShieldSTA, in partnership developed a partnership with the Solano Economic Development Corporation (EDC) to study the economic impacts as a result of major transportation projects on the I-80 Corridor. The I-80 Corridor Project Analyses was initiated in August 2017 in anticipation of several new grant programs at the regional, state and federal level, including funding provided by Senate Bill 1 (SB1). Transportation infrastructure projects have economic impacts based on both construction and use once completed. Three Solano Transportation Authority (STA) projects include:

• I-80 Westbound Cordelia Truck Scales Improvements;
• I-80/I-680/SR12 Interchange Improvements; and
• I-80 Express Lanes Addition

This study shows that over $740 million in construction spending creates over $1.003 billion in local economic impacts, including support for over 5,700 jobs and $35 million in state and local tax revenues during construction. Reducing congestion for trucking generates another $93.8 million on average for five years after project completion. Over 600 more jobs are supported due to these annual savings, and almost $5 million in state and local tax revenues.

This study uses the IMPLAN® model to show the economic impacts. Academic and practitioner literature suggests there are economic, social and environmental impacts of new infrastructure. Valuing workers and trucking siting in congestion help determine how one minute saved. Two effects include: (1) saving time both getting to work and achieving tasks during the day; and (2) time savings helps local businesses to generate more revenue from more productive workers. The following is a list of basic assumptions used to determine the broader economic impacts from these improvements.

• Approximately 128,000 AADT counts in 2015 (the latest data):
      o We assume 90 percent of AADT are commuting workers facing travel times of 24.5 minutes to get to jobs in Solano County and 30.6 minutes to jobs outside;
      o These travel times are valued at $18.32 per hour at the median.
• Business generate revenue from saved time by adding 49 percent mark-up to wages;
• Truck traffic counts are approximately 7,900 daily, worth $223 million annually:
      o Trucking takes 35 minutes in 2015 (the latest data) on average; and
      o We expect trucking to rise by 1.25 percent per year based on 2010 to 2015 growth.

SR12/SR113 Interchange Improvement Project (Caltrans)

Caltrans, in conjunction with STA and the City of Rio Vista, is designing in intersection improvement at the intersection of SR12 and SR113.  This intersection currently has a high rate of incidents and traffic flow issues associated with left turns from SR113 to SR12.

Caltrans also recently released an Environmental Document for this project.  Caltrans is seeking public input on the Initial Study with Proposed Mitigated Negative Declaration for this project; with a roundabout being the preferred alternative.  Comments are due to Caltrans by December 19th and should be sent via email to



SR 12 Corridor Study (I-80 to I-5)

STA partnered with Caltrans, the Metropolitan Transportation Commission (MTC,) the San Joaquin Council of Governments (SJCOG) and Sacramento County on an 18-month study of the future of State Route (SR) 12, from I-80 to I-5.  The study built upon existing information from STA and SJCOG/Caltrans studies of segments of the route, improvements that are underway or have been recently completed in Solano and San Joaquin counties, and future roadway needs projected through 2035.  The study looked at current and future constraints on the roadway, including the Sacramento River, Mokelumne River and Potato Slough bridges, wetlands in both Solano County and the Delta, and impacts of projected sea level rise.  The study analyzed 4 options for the corridor:

  1. No improvements other than those already approved and funded
  2. Improvements to develop the corridor to 2 lanes plus full shoulders, turn lanes and passing lanes for its entire length
  3. Improvements to develop the corridor to 4 lanes plus shoulders and turn lanes for its entire length
  4. A complete realignment of the corridor. 

The study, completed in June 2012, recommended operation and safety improvements along the entire corridor, including construction of a 4-lane divided highway from the SR 12/SR 113 intersection to a location east of SR 160 in Sacramento County, replacement of the Sacramento River and Mokelumne River bridges, and installation of an extensive network of cameras, traffic monitors and changeable message signs.  The final report was released in November 2012:

A Public Meeting was held July 26, 2011 at the City of Lodi Public Library at 6:00 pm to review Future Conditions and Potential Improvement Strategies.  The public was invited to ask questions and give input to agency staff.  Study displays and materials were availalbe for viewing.

SR 12 Economic Impact Study

SR 12The Solano Economic Development Corporation (Solano EDC), working with the Solano Transportation Authority (STA), is coordinating the Highway 12 Comprehensive Corridor Economic Analysis that will closely evaluate the potential economic benefits and needs of this "trade and commuter" corridor from Lodi, through Solano County to Napa.

On March 29, 2012, the Solano EDC hosted a breakfast event at which preliminary data obtained through the study was released.  The Solano Transportation presented an introduction to the study, giving a historical background of efforts to date on the SR 12 coridor.

The SR 12 Comprehensive Economic Study results were released at a public workshop sponsored by the Solano Economic Development Corporation on June 28, 2012 in Rio Vista.  Consultant Economist Dr. Fountain provided an insight as to what could happen to the Highway 12 corridor if it were widened to enable more efficient traffic capacity. 


This study identifies the physical improvements and management practices necessary to appropriately serve future travel demand in the SR12 study corridor.

The study corridor includes the portion of SR 12 between Interstate 80 and the Rio Vista Bridge. State Route 12 is an important east-west route connecting Sonoma, Napa, Solano, Sacramento, San Joaquin and Calaveras Counties. A two to four-lane roadway in the study area, SR 12 contains a mixture of freeway, two-lane highway, expressway and arterial sections.

SR 12 Caltrans Corridor System Management Plan

A Corridor System Management Plan (CSMP) is a comprehensive, integrated management plan for increasing transportation options, decreasing congestion, and improving travel times in a transportation corridor. A CSMP includes all travel modes in a defined corridor – highways and freeways, parallel and connecting roadways, public transit (bus, bus rapid transit, light rail, intercity rail) and bikeways, along with intelligent transportation technologies, which include ramp metering, coordinated traffic signals, changeable message signs for traveler information, incident management, bus/carpool lanes and car/vanpool programs, and transit strategies.

  • The SR 12 CSMP will consider and address the following corridor issues:
  • Freight and goods movement
  • Future levels of inward commuting to Bay Area
  • Access, mobility and safety
  • Future development in Rio Vista
  • Increased shipping to the Port of Sacramento
  • Travis AFB as a military installation and as a joint use passenger/freight airport
  • Preservation of Delta environment
  • Location-appropriate design
  • Policy mandates such as SB 375
  • Integration of economic, environmental and equity concerns.

SR 12 East Rio Vista Bridge Relocation Study

The Solano Transportation Authority and the City of Rio Vista have been exploring alternatives for improving long-term transportation mobility on State Route 12 through Rio Vista and across the Sacramento River.  For full documentation, refer to SR 12 East Rio Vista Bridge Relocation Study

SR 113 MIS

On May 19, 2006, Caltrans approved the award of a $250,000 Grant to STA to complete a Major Investment and Corridor Study for SR 113.  This was one of only four statewide grants approved by Caltrans that year.

The purposes of the study included:

  1. Form a multi-jurisdictional partnership with Caltrans, MTC, the Sacramento Area Council of Governments (SACOG), STA and other agencies.
  2. Identify and study SR 113 alignment alternatives.
  3. Identify funding options to improve SR 113 (including the investigation of a toll lane option).
  4. Implement an extensive public outreach to those potentially affected by operational and safety improvements to SR 113.
  5. Deliver results based on an aggressive planning implementation schedule.
  6. Create Planning deliverables beneficial to Caltrans and other members of the SR 113 Corridor Partnership.

The SR 113 Major Investment and Corridor Study (MIS) recommends short, medium and long range safety improvements along the SR 113 Corridor and describes four (4) potential alternatives for realigning SR 113 to I-80 away from the Dixon downtown area.  STA staff presented these alternatives at several public input meetings in August and September 2008, including Davis and Dixon City Councils, Solano County Board of Supervisors, and the Yolo County Transportation District.  The final draft SR 113 MIS includes the input received from these meetings.

North Connector West and EIR

The North Connector Project (Project) planned and delivered by the Solano Transportation Authority (STA), in partnership with the County of Solano and the City of Fairfield, consists of the construction of two sections of roadway, referred to as the West End and the East End.  The purpose of the Project is to create additional east-west capacity north of Interstate 80 (I-80) for local traffic which currently must use I-80.

The West End is located between SR 12 West/Red Top Road intersection and Business Center Drive and is approximately 1 mile long.  This segment will be constructed in future years as funding becomes available.

MTC StreetSaver Program

MTC’s Pavement Management Program (PMP) StreetSaver® is a computer-assisted decision-making process designed to help cities and counties prevent pavement problems through judicious maintenance, and to diagnose and repair those that exist in a timely, cost-effective manner.

OTS LogoSolano Collision Data Standardization Program

The Office of Traffic Safety (OTS) has awarded STA a $170,000 grant to coordinate the adoption of a standaridized collision data program throughout Solano County.  This effort will seek to obtain collision reporting software for each police department within Solano County.  This software will provide standardized information and geo-coding of collision locations, for easier analysis and planning.  The ultimate goal of this program is to be able to identify dangerous intersections or corridors and seek state funding for improvements to these locations.  


Solano Coordinated Short Range Transit Plan (SRTP)

Final Coordinated SRTP 12-16 CoverThe STA Board has developed and adopted the Solano Coordinated Short Range Transit Plan (SRTP) in order to provide a more seamless transit system for travelers in Solano County. The goal is to increase service productivity, cost efficiency and cost effectiveness of the six existing transit operators.

The Metropolitan Transportation Commission (MTC) initiated the Transit Sustainability Project (TSP) in 2010, a regional effort to address transit capital and operating shortfalls and to improve transit performance for the customers in the nine Bay Area counties. One of the recommendations resulting from the findings was to conduct multi-agency Short Range Transit Plans (SRTP) at the county or sub-regional level to promote interagency service and capital planning. MTC also made a specific recommendation for Solano County that an analysis of coordination be prepared to better inform service planning throughout the county.

In April 2015, STA released a Request for Proposals to perform a Solano County Coordinated SRTP in conjunction with a Phase II update to the 2014 I-80/I-680/I-780/SR 12 Transit Corridor Study. On December 14th, 2016, the STA Board adopted the final 2015-16 SRTP.

The Coordinated SRTP consists of a Background and Summary section, the adopted SRTPs for each transit operator, and a Coordination Analysis that addresses specific MTC requirements. The Coordination Report includes a section on service coordination and addresses MTC's requirement to "establish common performance measures."

Solano Rail Facilities Plan (1995)

The objective of the 1995 Solano Rail Facilities Plan was to develop plans for new rail stations along the section of the Capitol Corridor that runs through Solano County.  The 1995 Plan recommended several development and financial strategies for potential station sites in Benicia, Dixon, and Fairfield/Vacaville.

Napa-Solano Passenger & Freight Rail Study 2003

The 2003 Napa-Solano Passenger & Freight Rail Study, a joint effort between the STA and the Napa County Transportation and Planning Agency (NCTPA), examined the economic feasibility of passenger rail service and enhanced freight rail activity between Solano and Napa Counties.  In addition, the study compared potential rail versus existing and potential bus service, as well as the lon term potential of connecting passenger rail services.

Solano Rail Crossing Inventory and Improvement Plan

On March 9, 2011, the STA Board adopted the final Solano Rail Crossing Inventory and Improvement Plan.  The Plan is a comprehensive look at all crossings of railroad tracks in Solano County, an analysis of where roadway congestion and rail-related accidents are found along the railroad tracks, and a series of recommendations on where to focus Solano County’s limited funds in order to improve rail safety and reduce traffic congestion.

SR 12 Transit Corridor Study

The State Route 12 Transit Corridor Study explains the operating environment, the existing transit service, and the potential demand for service along the State Route 12 Transit Corridor.

Three public meetings have provided public input for the transit study in Rio Vista, Fairfield, Suisun City, and Napa. Steering committee meetings made up of elected officials, planners, public works staff, transit operators, and other regional stakeholders are continuing to be held.

Oakland to Auburn Regional Rail Study

This report documents a conceptual service plan and implementation strategy for provision of new regional rail (commuter) service in the urban corridor extending from Auburn to Oakland, California. The new service would augment existing Capitol Corridor intercity service by providing additional peak period capacity within the greater Sacramento urban area and between Sacramento and the Bay Area. The two services (Capitol Corridor and Regional Rail) would utilize the same equipment, staff, and fare structure, and thus would appear fully unified to the riding public.

Senior & Disabled Transit Study

The Solano Transportation Study for Seniors and People with Disabilities is a long-range planning document that has been prepared to identify the near and long-term transportation needs and the potential strategies to address the needs of seniors and people with disabilities in Solano County.  The link above will take you to another page with more information about the study. 

Transit Consolidation Study

Over the past several years, the issue of consolidating some or all of the six city-operated Solano transit services has been discussed and proposed for study. This topic was discussed by the STA Board and they expressed interest and support for transit service becoming more convenient through a seamless system, delivering a reasonable level of service throughout the county, and addressing local transit issues and need.

The STA Board approved goals, objectives and evaluation criteria to be incorporated in the scope of work for this study. A consultant team, lead by DKS Associates, was selected to conduct a countywide Transit Consolidation Study which began in early 2007. The first phase of this study was to conduct extensive outreach with stakeholders. Consultants completed nearly 60 interviews and held three rider focus groups to identify their perspectives, issues, and concerns concerning potential transit consolidation.

At the end of Phase I, the STA Board also appointed a Transit Consolidation Steering Committee which has been guiding this study.  Phase II of this effort involved a review and analysis of the existing six transit operators and seven consolidation options. The STA Board approved the following recommendations at their meeting on June 10, 2009.

  • Option 1:  Consolidation of Benicia and Vallejo transit services pursuant to guiding principles;
  • Option 4c:  Decentralize intercity paratransit service to local transit operators and continue study of consolidation of interregional Solano transit services under one operator to be selected by the STA Board;
  • Forward the STA recommended transit consolidation recommendations to the affected agencies for their consideration and participation;
  • Direct STA staff to work with the affected local transit staff to develop Implementation Plans for Option 1 and Option 4c; and
  • Report back to the STA Board by September 2009 on the status of the Implementation Plan.

Transit Ridership Study

The STA conducted SolanoExpress Intercity Ridership Study update in March-May 2014.  This was a joint effort with the two intercity transit operators, Fairfield and Suisun Transit (FAST) and Solano County Transit (SolTrans).  The study included an on-board passenger survey and analysis, on-time performance and counts of boardings and alightings. The STA conducted an Intercity Transit Ridership Study in the Fall of 2009.  Download the individual study results:

A similar but larger ridership study was completed in March, 2007.  The STA conducted a transit ridership study for all local Solano bus and intercity routes. This was a joint effort with Solano transit operators: Benicia Breeze, Fairfield and Suisun Transit (FAST), Rio Vista Delta Breeze, Vacaville City Coach, and Vallejo Transit/Baylink Ferry. The study included an on-board passenger survey as well as counts of boardings and alightings.

The survey data was collected in October and November 2006. This was the first comprehensive transit ridership survey and count to occur on all Solano transit operations simultaneously. The resulting data assisted with transit planning and financing by the transit operators and the STA.

P3 (Public-Private-Partnership) Feasibility Study

The STA selected a consultant to assist in developing a Public Private Partnership (P3) Feasibility Study.  Since August 2012, a total of ten (10) transit sites were evaluated as part of the P3 Feasibility study.  The intent of the feasibility study was to explore traditional P3s, but also look at more global opportunities associated with transit facilities to identify opportunities to attract private investment to partner with local project sponsors and transit operators.

P3's can help accomplish the following objectives:

  • Make possible major infrastructure investments that might not otherwise receive financing.
  • Accelerate projects into construction compared with traditional delivery methods.
  • Transfer Prudent Risk to the Private Sector
  • Capture Private Sector Innovation
  • Promote Life Cycle Efficiencies/Performance
  • Create Competitive Tension to Drive Value
  • Leverage existing funding
  • Spur economic growth

On May 14, 2014, the STA Board approved the P3 Feasibility Study, found here May 2014 P3 Feasibility Study (1.1MB, PDF)   The P3 Feasibility Study Report includes three elements:

  1. P3 Suitability and Screening Assessment
  2. Market Sounding Report
  3. Implementation Strategy

In terms of Direct Market Feedback, the P3 Feasibility Study noted that the market expressed the greatest interest in O&M and sponsorship/naming rights.  Parking fees and solar photovoltaic (PV) systems are also feasible at certain transit centers.  Advertising was also an option at locations with direct exposure to high average daily traffic.  Lastly, Transit Oriented Development wasn't considered as a near term opportunity, however, incentives from public agencies may accelerate TOD opportunities.  STA will be moving foward, with assistance from a selected consultant, to implement some of the suggestions at the SolTrans Curtola Park & Ride Lot.  



Countywide Bicycle Plan

The Solano Countywide Bicycle Plan encourages the development of a unified bicycle system throughout Solano County, with an emphasis on a network that supports everyday bicycle travel.

The bicycle plan outlines a proposed bicycle system and prioritizes federal, state, and regional funding for those projects. It is hoped that each member jurisdiction of the STA will incorporate the plan's recommendations into their local planning policies.

Countywide Pedestrian Plan

The goal of the Pedestrian Plan is to encourage and support walking as a means of transportation in Solano County.

The plan develops an overall vision and systematic plan for accommodating pedestrians in urban areas based on current shared policies, principles, and criteria. The plan highlights current and potential projects to fulfill this vision.

Solano TLC Plan

The TLC Plan focuses on the relationship between transportation and land uses by supporting and promoting "smart growth" projects in Solano County. Residents can decrease their dependence on automobile by creating communities that offer transportation options and promoting development patterns that foster multi-modal transportation.

North Connector Bike/Ped TLC Plan

North Connector TLC Concept Plan Fact SheetThe draft North Connector Transportation for Livable Communities (TLC) Concept Plan is available for public comment. The draft Plan can be downloaded at the link provided below. The Solano Transportation Authority is accepting comments on the draft plan until Friday, October 12th, 2007. The TLC Corridor Concept Plan includes design improvements with TLC concepts, such as alternative modes connections (i.e. bicycle and pedestrian facilities), that provide links to residential, employment, civic and retail land uses throughout the North Connector corridor (between Abernathy Road and SR 12/Jameson Canyon in the western section of Cordelia).

Countywide SR2S Plan

The STA's Safe Routes to School (SR2S) Program is intended to improve the safety and increase the popularity of pedestrian and bicycle modes of student travel, by enhancing related infrastructure and programs.

Over the next year, STA will be coordinating an extensive SR2S public input process. This effort will gather input from local agencies, school districts, and the public through walking audits at schools. Local Safe Routes to School Plans will be adopted by each school district and city council. A countywide SR2S Plan will be adopted by the STA Board by December 2007.
