Policy Committees

Nine policy committees act in an advisory capacity to the STA Board of Directors and STA Staff. Elected officials and some staff representatives from each member jurisdiction make recommendations on the Comprehensive Transportation Plan and any studies the STA conducts.

 

State Route (SR) 12 Corridor Advisory Committee

State Route (SR) 12 Corridor Advisory CommitteeThe purpose of the SR 12 Corridor Advisory Committee (CAC) is to review and provide policy input and set priorities during the development of the SR 12 Corridor Study, covering the area from I-80 in Solano County, through Sacramento County, to I-5 in San Joaquin County.  The CAC is comprised of elected officials from the counties of Solano, San Joaquin and Sacramento, and the cities of Rio Vista and Lodi. The CAC reviews the study scope of work, schedule and public outreach plan.  The CAC receives reports on on-going and planned work on SR 12 from STA, SJCOG and Caltrans.

State Route (SR) 12 Steering Committee

State Route (SR) 12 Steering CommitteeThis policy committee makes recommendations to the STA Board with regard to strategies and actions to improve safety on SR 12, including studies, improvements, programs and enforcement activities to be conducted and to provide additional SR 12 and funding recommendations to the STA Board.

Alternative Modes Committee, August 2008This policy committee makes recommendations to the STA Board for changes and updates to the Alternative Modes Element of the Comprehensive Transportation Plan. It also recommends funding for Transportation for Livable Communities Planning and Capital Grants as well as other alternative modes funds.

Two staff based committees act in a technical advisory capacity to the STA Board of Directors and STA staff.

Both the Technical Advisory Committee and the Intercity Transit Consortium meet on the last Wednesday of every month.

Regional Transportation Impact Fee (RTIF) Working Group

The RTIF Working Group is composed of public works directors and planning directors, who advise STA staff on the technical accuracy of draft materials and discuss the feasibility of proposed policies.

Complete Streets
MTC's Complete Streets Checklist is intended for use on projects at their earliest conception or design phase so that any pedestrian or bicycle consideration can be included in the project budget. The county Congestion Management Agencies (CMAs) will ensure that project sponsors complete the checklist before projects are submitted to MTC. CMAs are required to make completed checklists available to their Bicycle and Pedestrian Advisory Committee (BPACs) for review. Paratransit Coordinating Council (PCC)

Meets the third Thursday of every other (odd) month at 1:00 pm.

Paratransit Coordinating Council (PCC)The Paratransit Coordinating Council (PCC) works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims and coordination.

Senior & People with Disabilities Transportation Advisory Committee

Senior & Disabled Transportation Advisory Committee

The STA formed the Senior & Disabled Transportation Advisory Committee in December 2009 to provide a countywide forum for coordination and funding of senior and disabled transportation services. This committee makes recommendations to the STA Board. The first meeting of this committee is May 18, 2010. Members include representatives from Solano Transit Operators, Solano County Health and Social Services and Transportation, Non-Profits, Paratransit Coordinating Council, Senior Coalition, Solano Community College, Medical providers, 2 STA Board Liaisons, and eight At-Large Members.

Regional Transportation Impact Fee (RTIF) Stakeholders Committee

On May 13, 2009, the STA Board directed STA staff to form a RTIF Stakeholders Committee, composed of representatives from each city council, developers of multiple land uses, agricultural, business, and taxpayers groups, engineers, real estate brokers, environmental justice representatives, and transit providers.
